You can create free blog on blogspot. The blogspot givinng you free hosting services for your blog. If you want a free bolg services So fallow on my method step by step.
Step 1: In my method first of all you need a google gmail account .So you have already creat a email Id.
Step 2: Search the www.blogger.com and sign in on this site with personal E-mail address.
Step 3: Confirm Your Profile
1.Google Plus Profile 2. Blogger Profile(limited blogger profile)
If you using a Google plus profile that's gives you an identity on Google properties and conntects you with your friends.

Step 4: Next step is creating public profile Google+ or Blogger profile
(Google+)in this step you would have a enter a some information name,gender,birthday,etc and after filled this form so you click on upgrade
(Blogger profile)and in blogger profile only enter the Display name and go to click on Continue to Blogger
Step 5:Blogs List › Create a new blog
In which first of all chose the Title,URL and chose the teplate for your blog.
NOW YOU HAVE A NEW BLOG.
